The .httaccess file is located within the WordPress root folder, that is the main folder in which WP is installed.

Let’s suppose you installed WordPress in “C:\xampp\htdocs\wordpress”, so the .httaccess file route would be ” C:\xampp\htdocs\wordpress\.htaccess”.

Hope you find it it surely is there.
